The fishing industry has always been one of the primary sectors of the Kamchatka economy. Its share in the total local industry output exceeds 60%. The share of fishing and fish farming in the gross regional product is about 20%. Kamchatka Territory produces a quarter of all Russian processed and canned fish. Fish is the key item of Kamchatka exports (up to 90%).

The share of fishing and fish farming in the gross regional product is about 20%. Kamchatka Territory produces a quarter of all Russian processed and canned fish. Fish is the key item of Kamchatka exports (up to 90%).

Kamchatka fish production in 2021 reached 1,234,000 tons (101% of the 2020 level) including 1,147,000 tons of processed and canned fish (105% of the 2020 level). The production of ultra-processed food has also increased. Kamchatka Territory ranks first in the Far East by the number of fishing industry jobs. Kamchatka businesses produce 900,000 to 1,300,00 tons of fish products (including canned fish) annually.

The Kamchatka fishing industry is flourishing and attracting huge investments. Investments into the Kamchatka fishing sector in 2008-2021 exceeds RUB 80 bln. 31 advanced fish processing facilities (daily capacity: 150 to 445 tons) have been built. It has been facilitated by the federal investment quota program: the businesses are granted fishing quotas in exchange for investments in new fish factories and fishing vessels. The investment quota program will support the construction of 20 vessels for Kamchatka.

No wonder that Kamchatka Territory is considered the most suitable region for hosting the Fishing Fleet Maintenance Center (expected investments: about RUB 15 bln.) The Russian government is going to develop a comprehensive dockyard upgrade program for Kamchatka Territory.

These facilities include such active dockyards as Petropavlovsk-Kamchatsky Dockyard and Sudoremservis. Norebo Fishing Holding is converting them into a state-of-the-art facility (the project contractor is Rem-Nova DV, a Norebo Holding company). The first phase of the project, a part of the Kamchatka Priority Development Area, will be completed by 2024, and the second stage, in 2027. The facility will maintain 60+ sea-going vessels annually. The expected investment in the project is about RUB 4.5 bln.

Note that currently only small and medium-sized vessels can be maintained in Kamchatka. Over 70% of the Kamchatka fishing vessels, and most of the large-capacity ones, have been repaired abroad (Korea, PRC) and in Primorsky Territory. The project will reverse the situation and make Kamchatka ship maintenance competitive.

To create new fish processing facilities and produce high-value-added products locally, a priority development area (PDA) has been introduced.

Alaska pollock ranks first In the Kamchatka catch followed by Pacific salmon and herring. We also catch navaga, flounder, cod, rock trout, halibut, sardine, mackerel, crab, squid, and other marine species.

Every year we also catch huge amounts of salmon. Last year was record-breaking: 440,000 tons of salmon. This year, despite that odd years, are usually low on salmon, in the season between June 1 and August the region produced 10,400 tons of salmon. It is 260% of the 2020 yield. The Kamchatka government is considering introducing easier fish veterinary control procedures (the paperwork takes 7 to 14 days in the season) to support businesses entering new markets and building new logistic supply chains.

The red king crab, a world-famous delicacy, is arguably the most famous species of Kamchatka Territory. Today we supply live crabs to the Asian market. To increase supplies, the market players are considering more investments in fishing vessel equipment. The first frozen crab deliveries to the PRC are in progress.

Better fish supply chains will increase the supply of Kamchatka products to domestic and international markets. Last fall VEB.RF Corp., Far East, and Arctic Development Corp. and Fish Management Company (Fish.RF) entered into an investment project agreement to improve fishing logistics in the Far East and the Arctic (estimated investment: RUB 52 bln). It includes an upgrade of the Petropavlovsk-Kamchatsky fishing port. New refrigerators, infrastructure for living aquatic organisms, refrigerated containers storage transshipment sites, fishing trading venues, and new fish processing facilities will be built in the port.

Kamchatka Territory is an excellent place for aquaculture, although today its share is insignificant. Aquatic delicacies offer the highest added value, so this area attracts more investments.

Today Kamchatka is one of the leaders in the Russian Far East fishing industry. Fishery, fish processing, aquaculture, shipbuilding, and ship maintenance sectors will continue to grow.
