The Kamchatka delegation took part in the forum summed up the results of the implementation of the regional investment standard in the Russian Federation 23.10.2023

Marina Yakutova, CEO of Development Corporation of Kamchatka, JSC, participated in the forum "Regional Investment Standard – 2023" as part of the regional delegation of the representatives of the business community of the peninsula.

The event, organized by the Ministry of Economic Development of the Russian Federation, was held in Nizhny Novgorod. The forum brought together more than 700 representatives of regional investment teams from 81 subjects of the country. They discussed the results of the implementation of the regional investment standard 2.0 (RIS), and analyzed its possibilities for increasing entrepreneurial activity and improving the business climate of the territories.

At the plenary session, which was attended by First Deputy Chairman of the Government of the Russian Federation Andrey Belousov, Chairman of Delovaya Rossiya Alexey Repik, Head of the Federal Chamber of Commerce and Industry Sergey Katyrin, Deputy Minister of Economic Development of the Russian Federation Murat Kerefov presented the summarized results of the introduction of RIS in the regions of the country. They are recognized as positive.

Andrey Belousov described as "quite high" the activity of investment teams in the subjects of the Russian Federation, which regional business evaluates in the territories in the format of an electronic questionnaire. The average results of the completeness of the implementation of RIS 2.0 are from 80 to 90 percent.

"According to the results of the assessment, it is clear that there is still something to work on. Especially in the field of informing regional investors and improving the quality of interaction between investors, regional teams and resource-supplying organizations. It is necessary to move on to continuous work to improve the investment climate. This work should be aimed at the final result – the volume of investments in the region," Andrei Belousov stressed.

А meeting of the State Investment Council was held at the forum site. Its main topic was the creation of a system for encouraging socially responsible business.

Representatives of regional teams within the framework of several panel sessions and master classes had the opportunity to get acquainted with effective practices in a number of key areas of investment activity. The interaction of resource-supplying organizations, business and government, improving the effectiveness of preferential regimes, organizing a feedback system and channels for informing the business community were discussed.

Marina Yakutova said that the Kamchatka delegation was greatly interested in the panel session, which considered the mechanisms for attracting investment in the dynamically developing sector of the economy on the peninsula – tourism.

The CEO of Development Corporation of Kamchatka also recalled that on the eve of the Nizhny Novgorod forum, at a meeting of the club of the regional division of Business Russia, All-Russia Public Organization, headed by Rashid Shamoyan, the results of the implementation of RIS 2.0 in Kamchatka were summed up.

According to Marina Yakutova, the five-element structure of the new regional investment standard also includes such a component as the development agency. Its functions in the region are assigned to Development Corporation of Kamchatka. The activities of the Corporation as a development agency were highly rated by regional business, close to 100 percent. Nevertheless, as the forum showed, a significant amount of work is ahead. It includes a wide range of areas – from improving the investment declaration and creating an up–to-date interactive investment map, to determining the practical role of the investment committee and organizing teamwork of all structures involved in the creation of a truly client-oriented investment climate in Kamchatka.
